Solutions should be based on functionality and capability, and not cost. Value is the key. However, the term "Value for Money" is often confused, referencing low acquisition cost. In its true meaning, the complete lifecycle of such equipment, including the cost of implementation and integration, maintenance and support, and finally decommissioning and disposal, should be incorporated in the calculations
